I\u2019ve talked to lots of lottery players \u2013 people who have been playing for years and spend $50, $100 a week. And they\u2019re clear-eyed about the odds, and they know that the prizes are long shots. But they still play, and they have these quote-unquote systems that are totally untested by statistical reasoning \u2013 about what numbers to buy, and when to buy them, and what types of tickets to buy.<\/p>\n
It\u2019s hard to say why states need to enact lotteries, except that they believe that people will always want to gamble, so it\u2019s better for them to control the gambling and make a profit than not.
